Phase 2 of Dare County's Capital Improvement Plan includes the renovation of Dare County EMS Station 8 in Manns Harbor as well as the construction of a new EMS station in Kitty Hawk, which will become Dare County EMS Station 9.

Phase 2 also includes the construction of a new facility for the Roanoke Island Youth Center in Manteo.

Phase 2, which is currently projected to cost a total of $21,977,920 for the completion of all three projects began in early 2024.

EMS Station 8 & Station 9 in Kitty Hawk:

Locations: Manns Harbor and Kitty Hawk

Start Date: February 2024

Cost: Approximately $19.4 million

EMS Phase 2 Update - June 18, 2024:

EMS Station 8 in Manns Harbor:
Site work at EMS Station 8 in Manns Harbor is ongoing. The concrete footers have been poured, reinforced blocking for vertical walls have been formed, and material is being stored in preparation to pour concrete retaining walls and the concrete slab floor.

EMS Station 9 in Kitty Hawk:
Lot clearing and site work for the new EMS Station 9 in Kitty Hawk is scheduled to begin in late August. Additional information will be posted as it becomes available.

Roanoke Island Youth Center:

Location: U.S. Highway 64 in Manteo

Projected Start Date: Spring 2024

Expected Completion: December 2024

Cost: Approximately $2.5 million

June 18, 2024 Update:

Construction of the new Roanoke Island Youth Center in Manteo is moving along quickly. All sitework has been completed, walls and roof trusses are in place, and roofing is scheduled to begin within the next seven days.

Project Overview:

The Dare County Board of Commissioners approved the construction of a brand-new facility for the Roanoke Island Youth Center, which will be located on U.S. Highway 64 in Manteo. The site was previously home to the Masonic Lodge, which was demolished in the spring of 2024 in order to construct the youth center.

The new $2.5 million facility—which is designed to meet the growing needs of the Roanoke Island community and serve up to 80 children at a time—will be approximately 4,000 square feet and feature a multipurpose room, game room, classroom, office space, kitchen and restrooms, as well as a playground and 15 parking spaces.

Construction of the new youth center began in the spring of 2024. The project is projected to be completed by December 2024, although it is important to note that these schedules are subject to change due to a variety of factors, such as weather and supply chain challenges.

The Roanoke Island Youth Center, which is operated by the Dare County Parks & Recreation Department, provides a wide array of programs at the facility that range from after-school activities to daylong summer camps. Click here for more information about the Roanoke Island Youth Center.

Phase 3 of Dare County's Capital Improvement Plan includes the renovation of Dare County EMS Station 5 in Nags Head. This phase also includes renovation and reconstruction of the Dare County Public Works Department facilities in Manteo and Buxton.

Phase 3, which is currently projected to cost $49,137,507, is tentatively scheduled to begin in February 2025.

Public Works Renovations:

Estimated Cost: $36 million

This project includes the renovation and reconstruction of the Dare County Public Works Department facilities in Manteo and Buxton; however, the plans that were included in the Capital Improvements Plan that was approved in September 2022 for renovation and reconstruction at Dare County Public Works’ facilities have been revised and scaled down in the current fiscal year’s Capital Improvement Plan due to the significant escalation of construction costs that has occurred and the amount of funding that is currently available.

These revisions include removing the installation of a new fuel depot in Buxton from the plans and pushing plans to construct a new building for the Buildings and Grounds Division of Public Works to a later phase as funding becomes available. Phase 3, which is currently projected to cost $49,137,507, is tentatively scheduled to begin in February 2025.

EMS Station 5 in Nags Head:

Phase 4 of Dare County's Capital Improvement Plan includes the renovation of EMS Station 2 in Manteo, EMS Station 3 in Frisco and EMS Station 6 in Rodanthe, as well as updates and renovations to various Dare County Parks and Recreation facilities.

Funding for the projects within the Capital Improvement Plan comes from Dare County’s 1 percent land transfer tax and is therefore variable. The projects within Phase 4 will not be financed, and construction for the projects within Phase 4 will be based on the availability of funding.

EMS Station 2, Station 3 and Station 6:

Pickleball Courts:

Project Overview:

Dare County has allocated $500,000 for the construction of at least four outdoor pickleball courts, the locations of which have yet to be determined. Albemarle & Associates has been hired by the county to complete project surveying, engineering and construction management. Dare County is actively searching for suitable locations to construct the pickleball courts and will continue to do so. Additional information and updates will be posted as they become available.

June 18, 2024 Update:

Dare County staff has met with local contractors, the end-user group and Dominion Energy to determine the most suitable location for the construction of future pickleball courts. Engineering consultant Albemarle & Associates has created a site plan showing four tournament-sized courts on the Thomas A. Baum Senior Center property, which is located at 300 Mustian Street in Kill Devil Hills. The site plan has been submitted to the Kill Devil Hills Planning & Inspections Department for review and is expected to be approved this week. Once the lighting and fill plans are finalized, quotes will be received and evaluated to ensure they fit within the current budget. This project is expected to take between 75-90 days to complete once it is approved.
