The Dare County Water Department has five facilities providing drinking water for all of the public water supplies from Sanderling to Hatteras Village, Roanoke Island and Stumpy Point.

Cape Hatteras Reverse Osmosis and Anion Exchange Water Plant

The Cape Hatteras Water Treatment Plant, located at 50225 Water Association Rd., Frisco, NC 27936, began operation in early 2000. The plant serves the villages of Avon, Buxton, Frisco, and Hatteras, and uses two separate treatment processes: Anion Exchange/Filtration and Reverse Osmosis. The anion-filter side of the plant draws its source water from 19 shallow freshwater wells in Buxton Woods, and four deep brackish wells for the reverse osmosis side of the plant. The Hatteras Plant is designed to produce 2 million gallons of water per day (2 MGD) and serves approximately 5,500 customers.

Joseph “Mac” Midgett Reverse Osmosis Water Plant

Located at 23697 NC 12 HWY, Rodanthe, NC 27968, formerly known as “RWS”, this plant began operation in 1996 and serves the villages of Rodanthe, Waves, and Salvo. The JMM Plant’s source water comes from two wells that draw from the Mid-Yorktown Aquifer. The plant uses the reverse osmosis treatment process and is designed to produce 1.25 million gallons of water per day (1.25 MGD. The Joseph “Mac” Midgett Plant currently serves approximately 1,800 people.

Stumpy Point Reverse Osmosis Water Plant

Stumpy Point Water and Sewer District’s water treatment plant came online in 2002. Located at 98 Bayview Drive, Stumpy Point, NC 27978, this reverse osmosis plant draws its water from two wells that feed from the Upper Yorktown Aquifer. It is designed to produce 60,000 gallons of water a day and currently serves 125 homes.

Regional Water System

The North Reverse Osmosis Plant, located in Kill Devil Hills, NC and the Skyco Plant, located in Manteo, NC, work together to make up the Regional Water System. This Water System provides water for Roanoke Island and all towns north of Oregon Inlet and serves approximately 22,800 people.


North Reverse Osmosis Water Plant

The North Reverse Osmosis (RO) Plant, located at 600 Mustian St, Kill Devil Hills, NC 27948, began production in 1989. The plant draws source water from deep brackish wells that draw from the Yorktown Aquifer. The North RO Plant is designed to produce 5 million gallons of water per day (5 MGD).

Skyco Nanofiltration and Ion Exchange Water Plant

The Skyco Plant, located at 359 Water Plant Road, Manteo, NC 27954, began production in 1979. The plant draws source water from freshwater wells and is designed to produce 6 MGD.
