One Chief Judge and two Judges are appointed per precinct  for two-year terms made in August of odd-numbered years.

Not more than one Judge in each precinct shall belong to the same political party as the Chief Judge.

Each county board of elections is authorized, in its discretion, to appoint two or more assistants for each precinct to aid the Chief Judge and Judges.  GS 163-42(a)

On Election Day, polling places are open from 6:30 a.m. until 7:30 p.m.

Officials must be in the voting place by 6 a.m. and remain until all votes have been counted and all documents signed after polls close.

Compensation is as follows: Chief Judge, $300; Judges, $250; and Assistants, $225. Training is mandated by statute provided and included in wages.

The Board of Elections assigns workers to staff early voting sites open during the two-and-a-half weeks prior to Election Day.

Early voting sites and schedules vary by election.

Depending on the hours open each day, the length of shifts vary.  The shifts will not be more than eight hours.  Workers may commit to working only on certain days or be available only during specific hours.

Early voting is different from Election Day voting. There are no chief judges or judges. Instead, there are site managers whose responsibility is to to manage the site during voting hours, and to ensure that the supplies and ballots delivered to the site are secured at all times.  

Early Voting precinct officials are hourly-wage positions that pay $12 per hour.  Training mandated by NC Statute 163-46, and compensated at the hourly-wage.

Election Law § 163-46 mandates precinct workers attend a training session conducted by the Dare County Board of Elections prior to each election. The training includes specific and detailed instructions for each election.  This training is mandatory; compensations is included in the election day flat rate.  Chief Judge - $300, Judge - $250, Assistant -  $225. 

Precinct officials must conduct themselves in a nonpartisan manner while working. There shall be no discussion about candidates or politics while serving in a voting site.  Precinct officials may not display any political apparel, buttons or jewelry.

Certain relatives prohibited from serving together.  (§163-41.1)

(a)  The following categories of relatives are prohibited from serving as precinct officials of the same precinct: spouse, child, spouse of a child, sister or brother.

(b)  No precinct official who is the wife, husband, mother, father, son, daughter, brother or sister of any candidate for nomination or election may serve as precinct official during any primary or election in which such candidate participates. The county board of elections shall temporarily disqualify any such official for the specific primary or election involved and shall have authority to appoint a substitute official, from the same political party, to serve only during the primary or election at which such conflict exists.

A Multi-partisan Assistance Team, also known as "MAT" is appointed by the County Board of Elections to provide assistance to voters living at facilities such as hospitals, clinics, and nursing homes with requesting or casting a mail-in absentee ballot and other services such as voter registration. 

Teams include, at a minimum, two people who are of different party affiliations (or, in the alternative, persons who were were unanimously appointed by a bipartisan county board of elections).  Multi-partisan Assistance Team members are trained by the County Board of Elections.
